As the clock has just ticked over to ‘60 years of hurt’, it would be fair to say that England is still haunted by their victory in the FIFA World Cup in 1966. One of the main reasons FIFA awarded the event to England was its status as the birthplace of modern Association Football. So football did ‘come home’ and fittingly, England won the tournament. But that hasn’t happened since. The legacies of the event are profound, deep-seated and in many ways a mixed blessing.

All these years later, there is an undoubted sense of entitlement that we ‘should’ have won it again and hosted it again (so we would have a better chance of winning again!), but at the same time a lament felt by many football fans, captured by John Cleese’s line in the film ‘Clockwise’: ‘I can take the despair. It’s the hope I can’t stand’.

Bitter Sweet Symphonies

Coincidentally, the number one song on the day of the final was ‘Out Of Time’, Chris Farlowe’s cover of a snarly, misogynistic track on the Rolling Stones’ album ‘Aftermath’, written by Mick Jagger and Keith Richard. Six decades on, these lines seem like a premonition for England’s trophy drought:

‘You’ve been away for far too long

You can’t come back and think you are still mine’

Coincidentally, Mick Jagger is very keen football fan. He had a very sporty upbringing, not least because his father Joe was a PE Teacher who lectured in PE at St Mary’s University, Twickenham and became PE adviser for Kent schools. Mick Jagger attended several World Cup 2026 matches and watched the 1966 World Cup Final from the USA (see below). Significantly, ‘The Last Time’, another Jagger-Richard song, has become inextricably linked with England footballing fortunes over the last six decades. In 1966, a cover of ‘The Last Time’, appeared on ‘The Rolling Stones Songbook’ album created by the Rolling Stones’ manager Andrew Loog Oldham. It remained fairly obscure until it was heavily sampled by The Verve for their major worldwide 1997 hit ‘Bitter Sweet Symphony’. It contains a lyric which might resonate with ‘60 years of hurt’:

‘Hear some sounds that recognize the pain in me, yeah’

In a similar way, the lyrics of ‘The Last time’ now sound strangely prophetic for England:

‘This could be the last time

Maybe the last time

I don’t know. Oh no. Oh no.’

‘Dressed in red white and blue’ (?)

Let’s move to a more positive ‘vibe’, to use a term which entered common parlance in 1966 thanks to the Beach Boys’ release of ‘Good Vibrations’ that year – arguably the most ambitious single release ever, in terms of pop sophistication and production finesse. Whereas that was unquestionably sublime, a special song written for the World Cup 1966 bordered on the ridiculous. It was called ‘World Cup Willie’ celebrating the event mascot, a cartoon lion. The song was written and recorded by legendary 1950s skiffle star Lonnie Donegan.

The song was what might have been called a ‘turntable hit’ back in the day, meaning that people had heard it but didn’t go out and buy it, so the song never troubled the charts. However, it contained an interesting line which belied considerable institutionalised confusion about English identity:

‘Dressed in red white and blue
He’s World Cup Willie’

The hosting of the World Cup in 1966 was awarded to England, not the United Kingdom. The Football Association is for English football clubs. All of the venues were in England. Although there was undoubted interest and support from the other nations of the UK, which each have their own separate Football Association, there was also a modicum of neutrality, apathy and even animosity towards England. For example, the great Manchester United and Scotland footballer Denis Law made a point of not watching the World Cup Final but instead went for a round of golf. This was in spite of the fact that two of his Manchester United colleagues were playing in the final (Bobby Charlton and Nobby Stiles) and his other great colleague George Best from Northern Ireland went to Wembley to watch the match. George Best’s presence at the match was particularly poignant, given that he was probably the most talented footballer in the world at that time, but played no part in the tournament, narrowly missing out on qualification to Switzerland.

Talking of George, the muddling of England’s identity with that of the UK as a whole was prevalent among the general population as indicated by photos of the fans at England matches, displaying a plethora of Union Jacks with the England flag of St George very much in the minority.

‘All You Need Is Goals’

It seems strange that the Football Association didn’t ask The Beatles to write and sing the theme song for the tournament. They did commission a ‘Beatles’ image for the official World Cup poster but turned it down, deciding that the Beatles might not be suitable role models. However, this did not stop the tournament mascot ‘World Cup Willie’ being depicted as a lion with long Beatlesque hair. We will never know what The Beatles might have created had they been asked to write a song for the World Cup in 1966. They were certainly up for that sort of thing, because in the following year they wrote ‘All You Need Is Love’ as Britain’s contribution to Our World, the first live global television link. A year earlier, might it have been ‘All You Need Is Goals’?!

The government Education Department organised the 1966 World Cup

A substantial contribution to the organisation of the 1966 World Cup was made by Dennis Howell, Minister of Sport in the then UK Department of Education and Science. In 1965 he recognised that preparations were way behind schedule and persuaded Prime Minister Harold Wilson to release funds to support the event. A raft of ‘eleventh hour’ initiatives followed including ground improvements for fans and media, coordination of transport and hospitality. He also liaised with the Foreign Office to deal with a variety of diplomatic issues, most notably how to deal with the participation of North Korea.

Geopolitical controversies at the 1966 World Cup: The African boycott

Political controversies around major sporting events are nothing new. The 1966 World Cup was extraordinarily controversial, something which may have been forgotten in the mists of time.

On 22 August 1960 a FIFA meeting in Rome selected England to host the 1966 World Cup. Football was ‘coming home’ to its birthplace. Beyond that, the international consensus quickly fell apart.

In 2026, 48 footballing nations qualified for the World Cup finals out of 211 FIFA members, but in 1966 just 16 nations qualified for the finals from a pool of 70 FIFA members. Perhaps, surprisingly the percentage of qualifiers in 1966 and 2026 is almost exactly the same (22-23%).

In 2026, ten African nations qualified and nine of them reached the Round of 32, with Morocco reaching the quarter-finals. In the 1966 World Cup, there were no African nations represented at all. This was because the process of qualification was blighted by a 1964 FIFA ruling which gave African countries an extremely slim chance of qualification. By today’s standards, the Eurocentric bias seems extraordinary. FIFA decided that ten teams from Europe would qualify, along with four from South America, one from North and Central America and one nation from all of Africa/Asia/Oceania.

The bias was so extreme that the Confederation of African Football (CAF) felt that the winner of their zone should qualify automatically and withdrew from the 1966 World Cup qualification process in protest. To make matters worse, the feelings among CAF were justifiably confounded by underhand attempts by the president of FIFA, Stanley Rous, to reinstate South Africa, who had been suspended by FIFA in 1961 due to their institutional ‘apartheid’ racist policies.

The complete African withdrawal from the 1966 World Cup qualifying stages drew world attention to the potential of African football, which ultimately led to fairer inclusion. Sadly it meant that Ghana, which had the best team in Africa at that time and one of the world’s best players, Osei Kofi, were never seen on the world stage. They had won the African Cup of Nations in 1963 and 1965, but little if any footage of the matches survives.

However, some African footballers were still able to make a significant contribution to the 1966 World Cup. Mozambique in south-west Africa was still a Portuguese colony at the time. It did not gain independence or have its own fottball association until 1975. Four players from Mozambique (Eusébio, Coluna, Hilário and Vicente Lucas) played for Portugal, who reached 1966 semi-final. Three of the Mozambican players were included in the FIFA 1966 ‘All-star’ team and Eusébio won the 1966 World Cup ‘Golden Boot’ as top scorer with 9 goals at the tournament.

The significant contribution of Africa to world football is now undisputed but remains under-recognised. Of the 23 World Cups, only one tournament has been hosted in Africa so far which was in 2010 in South Africa. The next and centenary World Cup in 2030 will only be jointly hosted by Morocco, Spain and Portugal.

Many top players in the world are from Africa or of African descent. Five of FIFA’s World Cup 2026 ‘Team of the Tournament’ have strong African heritage.

Geopolitical controversies at the 1966 World Cup: Latin America disaster

The 1966 World Cup was an all-round calamity for Latin American nations. Chile and Mexico were both knocked out in the group stage, as were Brazil, which was a major shock - they were winners of the previous two tournaments and again in 1970. Brazil’s star player Pelé was targeted for ‘robust’ treatment from Bulgaria and so badly injured that he missed the next game, when Brazil were defeated by Hungary. He was badly fouled again early in Brazil’s third game against Portugal, rendering him ineffective for the rest of the match and Brazil lost the match.

Uruguay and Argentina qualified from their groups but failed to progress beyond the quarter-finals, leading to strong accusations of foul play. Uruguay lost to West Germany having had two players sent off by an English referee. A confidential report to London from the British Embassy in Montevideo expressed deep concern about the impact on Anglo-Uruguayan relations. In the other quarter-final, Argentina lost to England and their captain Antonio Rattín was sent off by a German referee (see England v Argentina 1966 match video). Relations between the UK and Argentina went to a bad place and all these years later are still at a very low ebb. Across Latin America, there were press claims of an Anglo-German conspiracy.

Migrant workers at the 1966 World Cup

The scoreboard at the old Wembley stadium became iconic, not least because it appeared in the famous photo capturing England’s Geoff Hurst in mid-air sealing England’s victory in the World Cup Final. The two operators of the manually operated scoreboard can be seen standing behind it. They were Eddie O’Keeffe and Michael O’Sullivan, two school friends from Waterford in Ireland. Eddie’s CV still proudly shows the Wembley stadium scoreboard job as his first employment, hired via the local labour exchange as a World Cup ‘general operative’, which included sweeping up afterwards!

There was a distinctive duality about the 1966 World Cup. Like the Roman God Janus, it was an event that seemed to be on the cusp of the past and present, in some ways very old-fashioned and in other ways very modern.

Was 1966 the last of the ‘old-fashioned’ World Cups?

The 1966 World Cup was old-fashioned in the following ways:

• The official match balls were Slazenger ‘Challenge’ 4-Star football way used. They used a traditional construction of 25 rectangular panels and were made in England. They were quite heavy, especially in rainy conditions. Such footballs have been blamed for footballers’ poor health in later life.

• Defensive and physical tactics tended to compromise and smother skills. Several matches were characterised by very bad fouls that went unpunished. Players could be ‘booked’, but the system was very unclear. As a result, a new system of yellow and red cards was introduced in 1970 which are still used now.

• No substitutes were allowed until the 1970 World Cup. In several matches, players who were clearly injured or exhausted just soldiered on. For example, during the halfway point of extra time in the final, England’s Ray Wilson had to be held up for several minutes by coaching staff to stop him collapsing.

• 1966 TV coverage was in black and white.

• The principal venue, Wembley Stadium which was already 43 years old in 1966, had a manually operated scoreboard. There was almost no investment in new infrastructure. A moment in the FIFA 1966 film ‘Goal!’ captured this as the caretaker opens an ageing Wembley Stadium on the morning of the World Cup Final.

...or was 1966 the first of the ‘modern’ World Cups?

On the other hand, the 1966 World Cup was very forward-looking with significant legacies:

• For the first time, satellite telecommunication enabled live TV coverage in up to 75 countries. Mick Jagger recollected how he was able to watch the 1966 World Cup Final from RCA Studios in Hollywood, California, because it was being broadcast on a Spanish TV station. At the 1962 World Cup film recordings had to be sent by aircraft to be seen days later.

• The BBC experimented with new TV technology, introducing ‘Action replays’, which are now taken for granted and a crucial part of refereeing as VAR.

• Commodification of media by BBC (Most fans around the world listened on transistor radios)

• It was the first major sporting event in to have a mascot: a lion called ‘World Cup Willie’ and the first to have a dedicated pop song written for it.

• Drug testing was introduced for the first time

• A Technical Study (formal evaluation) with recommendations for future World Cups. All advisers were European, however!

• One venue, the recently built Hillsborough Stadium in Sheffield, had an electronic scoreboard.

  

  World Cup 1966: ‘Midwife’ for the modern game?

The legacies of the 1966 World Cup were profound, enduring and largely unintended. They include:

• Widening football’s appeal in Britain. Football had a lot of interest in England, but many clubs were struggling financially and grounds were generally in very poor condition. After 1966, football’s popularity widened considerably.

• Until the mid 1960s, England had limited international success. They had not entered the first three pre-WWII World Cups. Their victory in 1966 catalysed a ‘winning mentality’ for international success at club level, but not national level. In the next 20 years, British club teams reached 11 European Cup finals and won 9 of them.

• Media valorisation globalised British teams’ fan base and eventually led to the creation of the Premier League, which is now the foremost club league in the world.

• The BBC football programme ‘Match of the Day’ was started in August 1964 to provide practice for camera operators preparing for the 1966 World Cup and to test innovations such as ‘Action Replays’. It is now the BBC’s longest-running sports show and the longest-running football television programme in the world.

How does the England squad of 1966 compare with 2026?

One very noticable change in football over the last six decades at all professional levels is an explosion of data gathering and processing. Information about teams and individual players can now provide incredibly granular data about performances. All of the England squad of 1966 were born in England and played for clubs in England. In 2026, two were born overseas, but the most striking change is that an increasing number of players are at clubs in other countries.
